Instructions
Preheat oven to 375 degrees F.
Whisk together sugar, brown sugar, oil, and eggs. Add in pumpkin and water and stir.
Pour in flour, baking powder, baking soda, cloves, cinnamon, salt, and nutmeg over the wet ingredients and mix.
Line muffin tin with cupcake liners and fill the cups 2/3 of the way full (I used an ice cream scoop for this step).
Bake for 20-25 minutes until a toothpick comes out clean and the muffins spring back when gently pressed.
Take muffins out of tins and let cool completely on a cooling rack.
